Procurement - Senior Civil Engineer

About the Role

BEC Arabia is seeking a highly skilled Senior Civil Engineer to join our Procurement Department in Khobar. This pivotal role will place you at the heart of our operations, where you'll collaborate with cross-functional teams to ensure the timely and cost-effective procurement of materials and services for some of the Kingdom's most iconic construction and infrastructure projects. As a key contributor to BEC Arabia's mission, you will play a vital role in aligning procurement strategies with project timelines and quality standards.

In this role, you will oversee the technical evaluation of procurement requirements, negotiate with vendors, and ensure compliance with Saudi Building Code (SBC) and other regulatory standards. You will also contribute to the success of giga-projects under Saudi Vision 2030, including smart cities, transportation networks, and mega-developments. Key Responsibilities

• Lead the technical evaluation of procurement requirements for civil engineering materials and services, ensuring alignment with project specifications and timelines.
• Develop and implement procurement strategies that optimize cost, quality, and delivery schedules for large-scale construction projects.
• Coordinate with project managers, design teams, and suppliers to ensure seamless integration of procured materials into project workflows.
• Negotiate contracts with vendors and suppliers to secure favorable terms while maintaining compliance with BEC Arabia's quality standards.
• Monitor supplier performance and resolve any issues related to delays, quality, or compliance.
• Ensure adherence to Saudi Building Code (SBC), ARAMCO standards, and other relevant regulatory requirements for all procured materials.
• Prepare detailed procurement reports and documentation for internal and client review.
• Collaborate with the finance team to manage budgets and forecast procurement costs.
• Support the implementation of digital procurement tools and systems to enhance efficiency and transparency.
• Mentor junior engineers and procurement staff, fostering a culture of continuous improvement and technical excellence.

Required Qualifications

• Bachelor of Science in Civil Engineering from an accredited institution.
• Minimum of 8 years of experience in procurement or civil engineering roles within the construction or infrastructure sectors.
• Saudi Council of Engineers (SCE) registration.
• Proven expertise in procurement processes, vendor management, and contract negotiations.
• Familiarity with Saudi Building Code (SBC) and ARAMCO standards.
• Proficiency in Primavera P6, AutoCAD Civil 3D, and ERP systems.
• Strong understanding of construction materials and their technical specifications.
• Excellent communication and negotiation skills.

Preferred Qualifications

• Master’s degree in Civil Engineering, Construction Management, or a related field.
• Certification in Project Management Professional (PMP) or Certified Professional in Supply Management (CPSM).
• Experience with mega-projects under Saudi Vision 2030.
• Knowledge of green building standards such as LEED or Mostadam.
• Familiarity with digital procurement platforms and tools.

Working Conditions

• This is a full-time, office-based role located in Khobar, with occasional site visits to project locations.
• Standard working hours with the potential for extended hours during critical project phases.
• Travel within the Kingdom may be required to meet with vendors and inspect materials.
• Compliance with safety protocols, including the use of personal protective equipment (PPE) during site visits.
