About the Role

BEC Arabia is seeking a highly skilled QS - Civil Engineer to join our Quantity Surveying Department in Makkah. As a critical member of our team, you will play a pivotal role in ensuring the financial and contractual success of our construction projects. Working on some of the Kingdom's most prestigious developments, including government mega-projects and private sector initiatives, you will manage cost estimation, contract administration, and value engineering to drive project efficiency and profitability.

In this role, you will collaborate closely with project managers, site engineers, and procurement teams to deliver accurate cost assessments and ensure compliance with Saudi Building Code (SBC) and client requirements. Key Responsibilities

  • Prepare detailed cost estimates for civil engineering projects, including materials, labor, and equipment.
  • Develop and manage project budgets, ensuring alignment with client requirements and company objectives.
  • Conduct quantity take-offs and prepare bills of quantities (BOQs) using industry-standard software.
  • Evaluate and negotiate contracts with subcontractors and suppliers to ensure cost efficiency and compliance.
  • Monitor project expenditures and provide regular cost reports to stakeholders.
  • Perform value engineering analyses to identify cost-saving opportunities without compromising quality.
  • Ensure compliance with Saudi Building Code (SBC), client specifications, and regulatory standards.
  • Collaborate with project teams to resolve cost-related issues and provide technical guidance.
  • Conduct risk assessments and develop mitigation strategies for financial and contractual risks.
  • Support claims management by preparing documentation for variations, extensions of time, and disputes.
  • Utilize advanced tools such as Primavera P6 and AutoCAD Civil 3D for project planning and cost analysis.
  • Maintain accurate records of all quantity surveying activities for audit and reporting purposes.

Required Qualifications

  • Bachelor of Science in Civil Engineering or a related field.
  • Minimum of 5 years of experience in quantity surveying within the construction industry.
  • Proficiency in Primavera P6, AutoCAD Civil 3D, and other relevant software.
  • Strong knowledge of Saudi Building Code (SBC) and local construction regulations.
  • Registration with the Saudi Council of Engineers (SCE).
  • Demonstrated expertise in cost estimation, contract administration, and value engineering.
  • Familiarity with FIDIC contracts and other standard forms of construction contracts.
  • Excellent analytical, negotiation, and communication skills.

Preferred Qualifications

  • Master’s degree in Construction Management, Quantity Surveying, or a related field.
  • Certification as a Professional Quantity Surveyor (PQS) or equivalent.
  • Experience working on Saudi Vision 2030 mega-projects.
  • Knowledge of LEED, Mostadam, or other green building standards.
  • Fluency in both English and Arabic.

Working Conditions

  • This position is based in Makkah, with work primarily conducted on construction sites and in project offices.
  • Regular use of personal protective equipment (PPE) is required when on-site.
  • The role involves exposure to hot and arid climates, typical of the region.
  • Standard working hours apply, with occasional extended hours to meet project deadlines.
  • Limited travel within the Kingdom may be required for project coordination.
