About the Role

BEC Arabia is seeking an experienced QS - Senior MEP Engineer to join our Quantity Surveying Department in Khobar. This role is critical to the successful delivery of our large-scale construction and infrastructure projects, ensuring meticulous cost management and contract administration for Mechanical, Electrical, and Plumbing (MEP) systems. As a senior member of the team, you will play a key role in driving the financial efficiency and technical accuracy of our projects, aligning with BEC Arabia's commitment to excellence.

You will collaborate closely with project managers, design engineers, and procurement teams to develop accurate cost estimates, manage budgets, and oversee MEP-related contracts. Your expertise will directly impact the profitability and timely delivery of projects, including government mega-projects, commercial developments, and industrial facilities. Key Responsibilities

  • Prepare detailed cost estimates for MEP systems, including HVAC, electrical, and plumbing works, ensuring accuracy and alignment with project specifications.
  • Develop and manage budgets for MEP components across multiple projects, ensuring cost control and financial efficiency.
  • Conduct value engineering analyses to optimize project costs without compromising quality or functionality.
  • Review and evaluate contractor bids for MEP works, providing recommendations based on technical and financial criteria.
  • Monitor project expenditures and ensure alignment with approved budgets, identifying and addressing variances proactively.
  • Prepare and manage contracts for MEP works, including drafting, negotiation, and administration in compliance with Saudi regulations.
  • Coordinate with design and engineering teams to ensure MEP systems are integrated seamlessly into overall project plans.
  • Ensure compliance with Saudi Building Code (SBC), ARAMCO standards, and other relevant regulations for MEP systems.
  • Lead site inspections and audits to verify the quality and progress of MEP installations, ensuring adherence to project timelines.
  • Generate detailed reports on cost performance, contract status, and risk assessments for senior management.
  • Mentor junior quantity surveyors and provide technical guidance to enhance team capabilities.
  • Collaborate with procurement teams to source materials and subcontractors, ensuring cost-effectiveness and quality standards.

Required Qualifications

  • Bachelor of Science in Mechanical Engineering, Electrical Engineering, or a related discipline.
  • Minimum of 8 years of experience in quantity surveying with a focus on MEP systems.
  • Saudi Council of Engineers (SCE) registration or eligibility for registration.
  • Proficiency in Primavera P6, AutoCAD, and CostX or similar cost estimation software.
  • Strong knowledge of Saudi Building Code (SBC) and ARAMCO standards.
  • Demonstrated expertise in contract management and value engineering.
  • Excellent communication and negotiation skills.
  • Familiarity with GOSI and other Saudi labor regulations.

Preferred Qualifications

  • Master's degree in Construction Management or a related field.
  • Certification in MRICS (Member of the Royal Institution of Chartered Surveyors).
  • Experience with NEOM or other Saudi giga-projects.
  • Knowledge of green building standards such as Mostadam or LEED.
  • Proficiency in BIM (Building Information Modeling) tools for MEP coordination.

Working Conditions

  • Based in Khobar, with occasional travel to project sites across Saudi Arabia.
  • Primarily office-based with regular site visits requiring PPE compliance.
  • Exposure to construction site environments, including outdoor work in varying climates.
  • Standard working hours, with flexibility for extended hours during critical project phases.
