About the Role
BEC Arabia is at the forefront of delivering transformative construction and infrastructure projects across the Kingdom of Saudi Arabia. As the Cost Control - Section Head, you will play a critical role in ensuring the financial success of our projects, driving cost efficiency, and maintaining alignment with project budgets and timelines. Reporting to the Project Controls Manager, you will lead a team of cost engineers and analysts, collaborating closely with project managers, procurement teams, and senior leadership.

From day-to-day cost tracking to high-level forecasting and reporting, you will be instrumental in optimizing resources and ensuring financial accountability. Key Responsibilities
- Lead the development and implementation of cost control systems, processes, and tools to ensure accurate project cost tracking and reporting.
- Monitor project budgets, expenditures, and forecasts to identify variances and recommend corrective actions.
- Prepare detailed cost reports and dashboards for senior management, ensuring transparency and actionable insights.
- Coordinate with project managers, procurement teams, and finance departments to align cost control activities with project objectives.
- Develop and maintain cost breakdown structures (CBS) and work breakdown structures (WBS) for all assigned projects.
- Ensure compliance with Saudi Building Code (SBC) and client-specific cost management requirements, including ARAMCO and SABIC standards where applicable.
- Analyze cost trends and risks, providing recommendations to mitigate financial impacts.
- Review and validate contractor and vendor invoices against approved budgets and contracts.
- Support tendering and procurement processes by providing cost estimates and budgetary inputs.
- Train and mentor junior cost engineers and analysts to build internal capabilities within the cost control function.
- Collaborate with the planning and scheduling team to integrate cost and schedule performance data.
- Ensure adherence to Saudization (Nitaqat) requirements and compliance with Saudi Labor Law for cost control personnel.
Required Qualifications
- Bachelor of Science in Civil Engineering, Construction Management, or a related field.
- Minimum of 10 years of experience in cost control, with at least 5 years in a leadership role within the construction or infrastructure industry.
- Proficiency in Primavera P6, SAP, and advanced Microsoft Excel.
- Strong knowledge of cost management frameworks such as Earned Value Management (EVM).
- Familiarity with Saudi Building Code (SBC) and ARAMCO standards for cost control.
- Registration with the Saudi Council of Engineers (SCE).
- Demonstrated experience in mega-projects or large-scale infrastructure developments.
Preferred Qualifications
- Master’s degree in Construction Management, Business Administration (MBA), or a related field.
- Certification in Project Management Professional (PMP) or Certified Cost Professional (CCP).
- Experience with BIM-based cost estimation tools.
- Knowledge of Mostadam or LEED green building standards.
- Prior experience working on Saudi Vision 2030 giga-projects.
Working Conditions
- Location: Riyadh, Saudi Arabia.
- Work Environment: Primarily office-based with regular visits to construction sites.
- Travel: Occasional regional travel to project sites across the Kingdom.
- PPE: Required during site visits (provided by BEC Arabia).
- Climate: Exposure to hot and arid conditions during site visits.
- Work Hours: Standard workweek with potential for extended hours during critical project phases.
