About the Role

BEC Arabia is seeking a highly skilled QS Civil - Team Leader to join our QA & QC Department in Khobar. This pivotal role involves leading a team of quantity surveyors to ensure precise cost estimation, effective resource management, and adherence to quality standards across a diverse portfolio of construction and infrastructure projects. As part of our commitment to excellence, you will play a critical role in maintaining cost efficiency and ensuring compliance with project specifications and regulatory requirements.

Working closely with project managers, engineers, and other stakeholders, you will oversee cost planning, contract administration, and risk management for large-scale projects, including commercial buildings, residential developments, and government mega-projects. Key Responsibilities

  • Lead and manage a team of quantity surveyors to deliver accurate cost estimates and financial reports.
  • Develop and implement cost control strategies to ensure projects are delivered within budget.
  • Prepare detailed bills of quantities (BOQs) and tender documents in alignment with project requirements.
  • Monitor and evaluate project costs, identifying variances and implementing corrective actions as needed.
  • Ensure compliance with Saudi Building Code (SBC) and other relevant regulations.
  • Coordinate with project managers, engineers, and procurement teams to align cost management with project milestones.
  • Negotiate contracts with suppliers and subcontractors to secure favorable terms.
  • Review and validate contractor claims, variations, and payment applications.
  • Conduct risk assessments and provide recommendations to mitigate financial risks.
  • Maintain up-to-date records of project costs, contracts, and financial performance.
  • Train and mentor junior quantity surveyors to enhance team capabilities.
  • Collaborate with stakeholders to ensure alignment with BEC Arabia’s quality and sustainability objectives.

Required Qualifications

  • Bachelor of Science in Civil Engineering or Quantity Surveying from a recognized university.
  • Minimum of 8 years of experience in quantity surveying, with at least 3 years in a leadership role.
  • Proficiency in Primavera P6, AutoCAD, and MS Excel for cost estimation and project planning.
  • Strong knowledge of Saudi Building Code (SBC) and other relevant regulations.
  • Registration with the Saudi Council of Engineers (SCE).
  • Demonstrated expertise in preparing BOQs, tender documents, and cost control reports.
  • Familiarity with FIDIC contracts and construction contract administration.
  • Excellent communication and negotiation skills.

Preferred Qualifications

  • Master’s degree in Construction Management, Civil Engineering, or a related field.
  • Certification in MRICS (Member of the Royal Institution of Chartered Surveyors) or equivalent.
  • Experience working on Saudi Vision 2030 giga-projects or government-funded infrastructure projects.
  • Knowledge of Mostadam or other green building standards.
  • Proficiency in BIM (Building Information Modeling) tools for cost estimation.

Working Conditions

  • Based in Khobar, with occasional travel to project sites across the Kingdom.
  • Primarily office-based, with frequent site visits requiring PPE compliance.
  • Exposure to construction site conditions, including varying temperatures and outdoor environments.
  • Standard working hours with occasional extended hours to meet project deadlines.
